Dear Applicant,
After careful reviewing your online applications at CSC websites, we are very delighted to inform you that you are initially accepted as the candidates for the University Postgraduate Program(UPP) scholarship only if you fulfill the preconditions before 4th June 2019 as the below:
1.Please fill the WUT serial No. and sign in the commitment letter;
2.To promise not to change any study issues such as the study subject, length, language medium and degree level once your application is finally approved by the authority in charge. As an evidence, you're supposed to upload the scanned Letter of Commitment (See the attachment) with your personal signature;
3 .Please be aware that all applicants need to pay 500 RMB (or 80 US dollars) as the application fee and upload the receipt. The application fee is non-refundable and it is not recognized as the evidence to show you are admitted or enrolled by the university;
4. Please note that overdue payment will not be accepted.
Once you complete the above-mentioned three preconditions, please email us your online serial no. at our website http://www.admission.whut.edu.cn frequently check your permanent email address to follow up the updated information. Please bear in your application is subject to final approval from CSC and the other authority in charge.
То есть я правильно понимаю, без оплаты мое заявление не будет рассматриваться? Если я оплачу, это не гарантирует поступление?

То есть я правильно понимаю, без оплаты мое заявление не будет рассматриваться? Если я оплачу, это не гарантирует поступление?
