No, in most situations it is not about asking for advice.
They are just words of greeting when people introduce each other. As I notice, it is only used in working relationships, not in casual friendship (this sounds too formal in casual friendship).

A: 你好,我是銷售部陳經理。 Hello, I am Sales Manager Mr. Chan.
B: 陳經理,你好,我是X公司銷售部經理張輝,請多指教。 Hello, Mr. Chan, I am Sales Manager of X Company, Zhang Hui. Nice to meet you.
Literally, it means "please advice me a lot/please don't hesitate to advice me (from now on)", which means the speaker looks forward to learn from the other party in their new relationship onwards. But generally speaking, it is just an expression of humbleness.
