Yes, this is one of grammar ways to show theme-rheme relations (already known/new information) in the sentence. In Russian, word order and noun cases (sometimes plural number) is used, while in English you use articles and word order.

It's from a book by D. E. Rosenthal who is generally accepted as the ultimate authority on Russian language in any grammar-related flame. In a nutshell: genitive is classical and sounds more bookish, accusative is more colloquial. There are patterns which call for a particular case (accusative only or genitive only), and others, where both cases are acceptable.

2) ХЗ = хуй знает (鬼知道,直译:鸡巴知道)
