冲去污泥，使清水浮上来。语出周．尸佼．尸子．卷上：「扬清激浊，荡去滓秽。」后用以比喻除恶扬善。晋书．卷三．武帝纪：「扬清激浊，举善弹违。」旧唐书．卷七十四．马周传：「为政之基，在于扬清激浊。」亦作「激浊扬清」、「扬清抑浊」。
